    Microsoft tests Windows Update changes after major outage

    Microsoft Tests Windows Update Improvements After Widespread Service Outage

    Microsoft is rolling out changes to the Windows Update system following a major service disruption that temporarily prevented many users from installing Windows 11 updates. The improvements are aimed at making the update process more reliable and reducing the likelihood of similar issues in the future.

    The changes are currently being tested through Windows Insider preview builds before a broader public release.

    Outage Disrupted Windows Updates

    On July 23, several Microsoft online services experienced widespread outages, including:

    • Azure
    • Windows Update
    • Microsoft 365 services such as Teams and SharePoint

    The disruption prevented many Windows 11 users from downloading and installing updates. The incident was particularly significant because Microsoft has recently emphasized the importance of installing Windows updates as soon as they become available to maintain security.

    Changes Coming to Windows Update

    According to reports, Microsoft is updating two key components of the Windows Update infrastructure:

    • Windows Update Orchestrator
    • Windows Update Arbiter

    These services work together to automate and manage the entire update process.

    Windows Update Orchestrator

    The Orchestrator service handles the overall update workflow in the background by:

    • Scheduling update scans
    • Checking administrator policies
    • Downloading updates
    • Launching installations
    • Restarting the PC when required

    Most of these tasks are performed automatically based on the user’s Windows Update settings.

    Windows Update Arbiter

    The Arbiter component is responsible for processing update metadata and determining how updates should be installed.

    Its duties include:

    • Evaluating update metadata
    • Identifying required files
    • Preparing downloaded packages
    • Creating installation actions
    • Launching the installer
    • Completing the update before system restart

    Together, these two services coordinate nearly every stage of the Windows Update process.

    Currently Available to Windows Insiders

    The improvements are already included in the following Windows Insider preview builds:

    • Build 26100.8968
    • Build 26200.8968

    Microsoft says the updates are intended not only to improve reliability but also to enhance the overall performance of Windows Update.

    Aiming for More Reliable Updates

    While Microsoft has not disclosed every technical change, the ongoing testing suggests the company is focusing on strengthening the infrastructure behind Windows Update after the July outage exposed how dependent update delivery is on Microsoft’s online services.

    If testing proceeds successfully, the improvements are expected to roll out to the broader Windows 11 user base in a future stable update, helping ensure updates can be delivered more consistently and efficiently.
