A PDF can look carefully designed and still be difficult to navigate with assistive technology. Reading order, document structure, and image descriptions are not always visible on the page, but they determine how much of the document a reader can use.

Adobe Acrobat provides tools for inspecting and repairing these elements. The most effective workflow starts before the PDF is exported and ends with a review of the reading experience.

    Begin with the source document

Adobe recommends considering accessibility in the authoring application. Paragraph styles, meaningful headings, alternative text, and well-structured tables give the PDF export process useful information.

When the source application supports tagged PDF export, use that capability. Tags describe the logical structure of the document, helping assistive software interpret content in an appropriate sequence.

Automatic tagging can help with an existing untagged PDF, but Adobe notes that complex layouts can be misinterpreted. Closely spaced columns, irregular alignment, and some table layouts deserve particular attention.

A practical publishing habit is to fix repeatable problems in the source template. Repairing the same heading structure after every export creates unnecessary work and makes consistency harder to maintain.

Use the checker as a review queue

In Acrobat Pro, the accessibility tools can identify common issues and produce a report. Adobe distinguishes checks that passed, failed, were skipped, or require manual review.

That last category matters. Some questions cannot be answered reliably by an automated scan. A document team should therefore treat the report as a list of review tasks, assigning responsibility for both technical fixes and content decisions.

After making changes, run the checks again and retain a record of unresolved items. Skipping a rule should never be confused with successfully satisfying it.

Inspect reading order and heading structure

Adobe’s Reading Order tool helps examine how page regions are organized. It also supports heading tags and the treatment of figures and decorative elements.

Headings should express the hierarchy of the content. Decorative borders and background elements should not interrupt the reading sequence as though they were informative figures. Adobe explains that automatically generated tags can misclassify these elements, making manual inspection valuable.

For a two-column report, walk through the logical sequence. Does the first column finish before the second begins? Does a sidebar appear at a sensible point? Does a caption remain associated with the information it explains?

Review meaning, then test the final export

An image description should communicate what matters in context. A chart may require an explanation of its main finding and access to the underlying values. A decorative image may require no spoken description at all. Decide based on the reader’s task.

For forms, review field descriptions and keyboard navigation. For tables, check whether a reader can understand which headings apply to each value. For long documents, inspect navigation and the consistency of heading levels.

Finally, review the exact PDF intended for publication. A corrected working copy is of little help if an earlier export is uploaded instead. Record the filename, review date, and remaining limitations, then keep the source template and final document together for the next revision.
