    China’s Ascent: Paving the Way to Low Earth Orbit Dominance on the Global Stage

    As the clock ticks toward the decommissioning of the International Space Station (ISS) in 2030, concerns loom over the United States potentially ceding leadership in low Earth orbit (LEO) to China. Industry officials emphasized the urgency of establishing operational commercial space stations before the ISS concludes its mission, warning lawmakers of the potential consequences during a hearing.

    The ISS’s retirement opens the door for commercial providers to take charge of hosting human activities and experiments in LEO. However, officials from Voyager and Axiom, two companies actively involved in building commercial space stations, expressed apprehension that China’s Tiangong space station could emerge as the sole habitat in LEO if viable commercial alternatives aren’t operational within the next six years.

    Dylan Taylor, Chairman, and CEO of Voyager, stressed the importance of providing commercial options ahead of the ISS decommissioning to prevent partner nations from turning to China. Mary Lynne Dittmar, Chief Government and External Relations Officer at Axiom, called for an “immediate course correction” by lawmakers, emphasizing that a gap in American presence in LEO would benefit China.

    Money constraints, attributed in part to a “dysfunctional appropriations process,” were highlighted by Democratic Representative Zoe Lofgren of California as a factor jeopardizing America’s leadership in LEO. Lofgren urged sustained investment, emphasizing the need for Congress to appropriate the necessary resources to ensure continued American dominance in low Earth orbit.

    Dittmar presented several budgetary recommendations, including maintaining stable funding for the ISS, funding a deorbit vehicle for the station, expediting contracts for companies constructing commercial LEO destinations (CLDs), and allocating $295 million for the CLD program. She also proposed the extension of ISS operations past 2030, if necessary, until at least one commercial station is operational, underscoring the critical nature of sustained investment to secure America’s position in LEO.
